Not sure if they fit your definition of "country" or "blood test" but the 500+ semi-autonomous Native American nations are defined by racial distinctions (ie blood requirements) and possess the right of exclusion (ie the right to exclude or remove non-members from reservation lands).
Because of the jurisdictional limitations of prosecuting crimes by non-members, physically escorting them off tribal lands was often the only recourse available, although that may be changing.
