TMT has a lease and the Attorney General says the machines can stay. What does that say about the confidence of the permit being reissued?
Nothing. It only says that TMT has a valid lease, and may engage in any activities that do not require additional permits, such as storage of vehicles.
Note that nobody has mentioned the fact that TMT management already left the island several months ago when it became clear that groundbreaking would not be happening any time soon -- it's probably difficult to backfill these positions without actual construction permits, so they'll need even more months to restart, assuming valid permits are ever issued in the first place.
