County and State can't manage to follow their own rules either; what's their excuse?
HPP in particular has grown to well over 10,000 people, the reality that running what is essentially a small town with no actual government using a non profit board with limited mandate to govern
Yes, HPP really should be a town. That said, I don't believe the laws of County/State have any provision for this, otherwise Kona, Hilo, and Pahoa would likely be incorporated.
Seems like everything comes back to "plantation-style centralized management/control", complete with The System pre-empting any possible threat to their power.
