Would our state or DOH be buying these hundreds or thousands of initial seeds or starts, or would the dispensaries owners be required too? If Mr Ha has a choice as to what strains to buy, then which other states or countries are allowed by our government to sell out of state?

Would Mr. Ha be allowed to opperate the so called lab that would help determine the best or safest THC levels for his new marketable products, and to help detect things like molds, chemicals, or bugs?
Would other area mmj card holders be able to dispose of, give, trade, or sell any of their extra mmj to Mr Ha and his dispensary?
