For what its worth, As I understand it and remember the circumstances.
The previous leaders didn't show up for 2 scheduled meetings.
This allowed for a court hearing. At the court hearing it was stated that a new election would be held. All votes were to be counted by the league of women voters. This vote was finally held last week.

OLCA INSTALLS PRESIDENT, OFFICERS
Nearly forty members from the Orchidland Community met at the Eagles Club in Kea'au to install a new president and board of directors for 2016-2017.
Longtime Orchidland resident Dr. Barbara Arthurs was elected to serve as the OLCA President. Dr. Arthurs who retired as Vice Chancellor from Hawaii
Community College served as OLCA president from 1998 to 2001.
Other board members include Ariel Murphy, Vice President, Sally Waitt,
Secretary, Sharon Landry, Treasurer, David Marquis, Road Chair, Mark Willman,
Director. They were all elected with majority votes from the homeowners on
mail-in ballots and counted by a neutral third party, as stipulated in the
Orchidland Community Association by-laws and the Hawaii Revised Statutes.
Recently, the new board met to collect input from interested property owners regarding connectivity with the other subdivisions. Dr. Arthurs was asked by Patti Pinto of the Puna Community Development Plan Action Committee to poll the Orchidland homeowners to see which of the three connectivity points was favored. The three options were access from Orchidland Drive, Laniuma and Pohaku Drive. Because of severe flooding issues, access through Pohaku Drive was the least favored. “OLCA looks forward to collaborating with the County in implementing the PCDP as it evolves to meet the needs of Puna.”
For the record, I didnt get a mailed ballot either... or a notice of an election being held at the Eagles Lodge.
