Enforcement is pretty lax if you are more than a half-mile from pavement, way in the back of a spaghetti lot, with a curved driveway and a gate at the road ... and off-grid, because any HELCO requires permits of some kind.
On a tiny lot, everyone can see what you're doing.
Nanavale might be a good place for investment/income property, but I wouldn't live there.
