Yep, been there myself.
Hired him to do the "shed" plans. That was the beginning of my challenges. He submitted the plans to the county without my approval- assuring me I could make "as built" changes without a problem. As far as I was concerned, the plans weren't feasible to build as drawn. Heck, even the driveway was mismarked on the plan. I made a remark (ld phone) that he maybe be able to do a computer drawing, but I seriously doubt that he's actually built anything personally. Sophie reminds me I might have been a bit rude.
Anyway, sure enough, I failed my building inspection because what I built and what he drew were not a match. Inspector told me to get new drawings and another permit. That was Sep 2004. It soon became impossible to reach Taylor until Mar 2005. He told me he had hired an assistant and appatently wasn't getting all his calls, email, mail, etc.
I did get new drawings and permit in Sep 2005 - but also at full price.
I'd not recommend him again without telling the factors of my experience.
