Maybe we are talking about different kind of lights, with different lumens. There is a home where they have taken security style floodlights and pointed them at the street so that anyone passing by gets temporarily blinded (seeing spots) walking or cycling makes passing this home even more challenging.
I would be much happier if these lights were motion sensitive and set so one would have to take a step or two down the driveway before the blinding light from the Ark of the Covenant is unleashed.
As luck would have it, the lot across the street from this home is vacant. Otherwise I suspect there would be an issue, perhaps even a 'lighting arms race' as it were.
