Did I just suggest we register roosters, which can cost more than your average Puna car?
Don't forget I suggested property tax on the rooster huts. Yes, I was serious; if the rooster trade is really so profitable, the farmers will have no problem paying more. Especially considering that (underground, cash) sales of the bird itself are probably going untaxed.
County has an opportunity here to generate revenue and create a free market where the problem can sort itself out. Upzoning small Ag lots to R (or even RA) would have a similar effect: the rooster farmers could suddenly afford to move to much larger lots. Applies equally well to vacation rentals.
