Based on the hearings and their findings of fact, I'm not convinced the <600 acres of the astronomy district (vs the balance of the 11k acre science reserve, the rest of Mauna Kea, or other sites around Hawaii) were ever "the most important and significant area culturally". I'd delve further into that but it'd be off-topic.
