It's a fine example of a solution looking for a problem. I've never heard of any accidents on that stretch, there are no pedestrian or bicycle crossings (or traffic).
A more reasonable solution would have been to continue the 35 mph speed past where the full retard has been installed and kick it down to 15 right before the road begins the turn to the terminal area.
