how county could spend the time and money and justify putting in access to Pohoiki
Don't forget: County violated their own rules ("before 6 months have elapsed", "not consistent with minimum road standards"). Interesting selective application of "emergency powers", beach access qualifies, taxpayers who want to go home don't qualify.
I predict that County will find other reasons not to provide access -- but we'll have to wait until April to find out what those reasons are. Between lack of a clear plan and enough delays, maybe those pesky landowners will pack up and leave the area, so we can get on to the real priorities: a wastewater treatment plant, sewer lines, and roads for Shipman's New Keaau subdivision. So we can address the massive shortage of buildable lots in Puna.
