Last 1660' of AInaloa is definitely a public road (on County-owned land, no less), so theoretically "eligible" for removal as funded by the vehicle registration surcharge.
on 16th, near Makuu
Private road, so not "eligible" for removal as funded by vehicle registration surcharge. HPPOA should be required pay for this out of their $2.4M/year budget.
Note the similarity here -- County takes your money for a necessary public health/safety issue, but can't be bothered to provide the service (that we paid for).
