Yeah, Puna Councilmember Matt Kanealii Kleinfelder brought this up when noting that much of the enforcement costs may end up in the County's lap. How could there ever be an issue with having a State Conservation area with a special lease to an university with buildings owned and operated by international consortiums only accessible by a county maintained (but not owned) road on Hawaiian Homestead lands?
