I've been asking this question for years, but CNN recently put it in essay form, updated for recent events:
What Exactly Is Tulsi Gabbard Doing?

She's the darling of the right wing, and not because she doesn't toe the Democratic Party line but because in any other state she'd be on the ballot as a Republican. She calls herself a Democrat in Hawaii because it was the path of least resistance for electability.
Tulsi is Pepsi in a Coke can. She isn't delivery, she's DiGiorno. She certainly doesn't deliver for her constituents in the 2nd Congressional District. We deserve better. Better than her previously announced opponent too, Mr. Gut N. Replace, Kai Kahele.
We need someone to step up and properly represent Puna, Big Island, and the other rural areas of Hawaii.
