The plan by practioner/protestors as far as I can tell from the article and a few quick Google Searches, is to stop development, quash scientific research (Mangauil is a TMT opponent, see video link in OP) and encourage tourists to travel elsewhere. In the meantime practioner/protestors will employ themselves as paid Hawaii Tourism (HTA & HVCB) video spokespeople, then complain when rude tourists suggest visitor expenditures at resorts, restaurants, cultural performances & exhibits, as well as purchases of Hawaiian craft items help support local artisans which in turn pay resident’s bills, so some of them (Mangauli) can camp on Mauna Kea Access Road for extended periods of time.
