The pool is small because the county offers relatively high salaries for low skill job worker. But for jobs that require higher levels of expertise, the County doesn't offer salaries high enough to attract skilled workers from the mainland or keep locally trained workers from leaving for greener pastures across the ocean. On the rare occasions when skilled workers do come here and try to get employment, they face huge obstacles when trying to get hired unless they know/are related to "the right people." And if they do get hired, they soon become frustrated by the lackadaisical work ethic and inefficiencies/incompetence that are the standard of our government. I remember the confirmation hearing for our current County IT Director - who wasn't questioned about her network administration or programming expertise (she doesn't have any). Instead our Council representatives lauded her hobby of skydiving. But as long as the electorate puts up with it -- and apparently the electorate's tolerance for incompetence is exceedingly high -- that's as good as we'll get.
