So I think we've narrowed things down. I have a backup, which is my cell phone. I can't do the same things as I can with Spectrum cable, but at least I can remain online in a limited way. I used it to ask Spectrum about the outage, but some seem that was a waste of my time. Given I couldn't do what I was working on at the time, it made no difference. This "backup" also allows me to contact someone else who may be able to take over what I was doing. However, I see no reason to subscribe to two cable providers when I will only use the second for the few times Spectrum goes down.
I will also add that I doubt many in Puna or even elsewhere on the island are able to pay for two cable connections plus their cell service. Perhaps Kalakoa is rich enough to do that, and good for him if that's the case, but assuming everyone else can follow what he recommends suggests to me he's a little out-of-touch.

Backup is cellular hotspot. Too expensive and slow for regular use. Hence = backup. Not for Netflix etc.
