HOTP... I guess the question boils down to: "can air/air bubbles be a tool?"
Have used hydro-cavitation for many things (many ultrasonic cleaners utilize cavitation) ... so, a whale using bubble cavitation to net prey would be..... I think, using bubbles as a tool...
Oh & this is a very well-known thing, the Shedd Aaquarium opened their "Bubble Net Cafe" when I was a diver there in 1991, & whales using bubbles were already well-researched & pretty much well-known... at least well known enough to name their first cafe for it!
