The Postal Accountability and Enhancement Act of 2006 required the USPS to fund retiree benefits 75 years in advance.
This requirement -- imposed only on the Postal Service -- was eliminated in the 2022 Postal Service relief bill.
As for the roads, County "could" define a lesser "ag road" standard (grading, gravel, narrower right-of-way, no pavement).
For that matter, County could simply declare that roads in an ag subdivision are "alleyways" (15' paved on 25' ROW).
But it should be clear to all that County likes the situation just the way it is, and no changes will be forthcoming.
