The reason for the lack of service is a two-fold problem. Some of the problem is HPPOA and some is the USPS themselves.

HPP Owners have been trying, for decades, to get the USPS to address the problem. In the beginning, the bad roads (really bad) were a problem. In addition, there are many lots in HPP but many were undeveloped. The addresses of HPP Owners were never included in the USPS system. Most importantly the cost for USPS to "solve" the problem was an expensive one for them. So, for decades they have been trying to get HPPOA to "cooperate" with them.

HPPOA has also been discussing the lack of mail service in HPP for decades.  However, until recently the past board members still understood some of the organization's past history and recognized their obligations and limitations. HPPOA has no authority to represent HPP Owners in any matters that do not pertain to road maintenance. Prior to recently, past board's understood the need to ask for HPP Owner consent, they also understood the deed restrictions. Owners understood too. Which is WHY there were Owner mailbox committees. Unfortunately, ALL boards, past and present, have interfered and squashed any attempts made by Owners to solve the problem.

Ultimately, the entire situation is about control (the HPPOA board) and money (as in how much the USPS can save for themselves). What HPP Owners want/need has always been low on the list.
