I have tears in my eyes over this.
Just absolutely God-awful news.
I am beginning to think that Hawaii's DLNR goes out of its way to find and hire and then continually protect the absolute dredges dregs of humanity for its work force.
In as much severe punishment for this type of negligence on the part of the dog owner(s) is warranted, I DO NOT favor jail for them.
No - I favor complete and total financial ruin for them. They should have been fined $200,000.00 and not the initial $20,000.00 that was bargained down to $18,000.00.
Nope - $200,000.00 fine - and $100,000.00 additional for each 24-hour period elapsed until paid.
Oh, and to be clear - she should have been fired immediately, dogs impounded and euthanized. With the owner(s) having to pay those costs as well.
This is where the Governor should have picked up the phone, call DLNR Chair (who is paid north of $150k a year) and give the Chair 1 hour to fire this employee. Or the Chair is fired. Continue on down the line, until the RIGHT person does the RIGHT thing!
