There are lawsuits. You can find them posted at the link below. It is a site in progress (still working on it, restarted it yesterday). 

There is a difference between peace, getting worn down and just giving up.

Also, other substandard subdivisions have filed lawsuits as well. 

Unfortunately, lawsuits are expensive and usually result in patchwork fixes, which result in more lawsuits. The answer to all of this would be GOOD law.
