...So, if making HPPOA wait can in some way help these people to feel empowered and enable these people to send a message (no matter how "petty" some of you feel it may be) to show HPPOA how unhappy and unsatisfied they are with HPPOA's "service," then yeah I am going to totally encourage these long time HPP owners, and others who are just fed up, to WAIT.

While the method you suggest of making HPPOA "wait" really has no material effect on HPPOA in any way, if it makes those really fed up feel better, I'd say that feeling would be the equivalent of wetting your pants while wearing a dark suit.

Doing that would no doubt give you a warm feeling, nobody will ever notice.
