The protest has to do with the fact that IF others are disatisfied with HPPOA's "service" and do not pay until the last day, THIS will be reflected in the treasurer's monthly report. Simple.
IF HPP Owners wish to show their dissatisfaction with HPPOA's "service" and they do not pay until the last day, there is no name-signing, hand-raising, or ballot-submitting. Not paying until the last day is a passive action that sends a message. Hence, silent.
