"State admits Pohoiki Boat Ramp dredging effort has failed"

It's refreshing to see someone take responsibility for the failure and provide an explanation why it went ahead.
Part of the blame should go to the County because the money was out there to get this done but the original plan was to basically abandon this entire area.
Money for the lost parks and recreation was spent on among other things, the Hilo golf course, bucket trucks to trim coco palms in the Kona area and others to numerous to list.
