If you play with the Google Earth link that I originally posted, on the top of the Google Earth Screen you should see the toolbar and several circles. Hover over the one labeled "Show Historical Imagery" and a date bar should open up. On the left, select time lapse.
Go ahead and play with it. You can stop it and zoom in and if you click the button on the lower right corner labeled 3D you can pan and tilt the picture.
From what I can tell the original circle as MyManao posted as well as the mock "town" or whatever it is was built between in 2015.
The area to the North that I referenced as being like some type of "runway" was built first, then the circle and mock town.
Just note that the resolution is just terrible in those years - so make sure you hover high enough - 700 to 1,000 meters. If you get a screen full of what looks like greenish clouds - hover up higher.
At any event, in a way, I am relieved that it is most likely Military related. My first assumption when MyManao posted the picture was that it was a new Hawaii County/State DOT roundabout design mockup.
It also seemed that TomK was wanting to post a new location for us to guess. I'd say go for it.
