Now, while assuming and not stating this verbatim as fact, but I assume the quote came from what his AI of choice gave him, as I got when asking the question with my simple Google AI, I managed to get the Dude's "quote" of which I am further assuming the AI simply merged the 9 million "set aside" as contained in the bill as the assumed goal of revenue the bill would achieve.
