Judging on your past postings and beliefs, I can imagine when the cogs of government along with the duly elected/appointed officers of government actually follow the law, you no doubt immediately think things are just being made up and something nefarious is afoot.
Ironically, you CAN make up the law. By having the State House/Senate write a bill, vote on it and if it passes, the Governor signs it into law.
