When I had some rock walls built, the crew insisted they could place one on the front of the property 6-7 feet from the roadway. It was easier access for them and required less materials placing it there. They assured me they’d built many walls that close to the road. It didn’t seem right so I called the HPPOA office and they said they’d have me tear it down if I built there.
So no construction is allowed in the setback. One would think planting or allowing another type of obstruction, trees, would be similarly classified.
I’ll add it to my list of finding out what is or is not allowed in the setback, what classification of obstruction is or is not enforced there, in HPP.
I think we have a misunderstanding in the terminology. The setback is inside your property line. The roadway is outside of your property line and reaches from your line to to your neighbor's across the street. Where the gravel is laid or where the cars meander is irrelevant. It would not be wise to build your wall within the roadway easement.

Taken literally, this would be 6-7 feet inside of your property line, and you immediately went to
So no construction is allowed in the setback.
Which would confirm that location. The clause in your deed gives HPP authority over the roads, not your property.
