Sounds like maybe some corner pins got lost when the lot was dozed. Might be worth having those re-surveyed and marked as it's clear from Obie that HPPOA can't be trusted to create a straight road, so the road edge and setback may vary in location and width. But as 2 cents is noting, that doesn't mean HPPOA gets to claim your property inside your property line for their road setback.
But hey, trees in the setback were cleared reducing possible threats to the ever fragile electrical grid and didn't even have to call in the feds or charge it to the ever expanding national debt - win win! (Next maybe they can do so without contributing to the CO2 debt load as well)
