If a hypothetical undocumented American was in the country illegally, and also illegally in Hawaii, and felt the need to vote illegally, maybe they should just mail it in or, use one of the handy, "unattended" & "unsecured" (per Edge's trusted source) drop boxes? ..
Mail in their own, home made ballot. Yeah, that's a great idea. In the unlikely event they actually obtained a valid one, it'd be rejected if they weren't registered. Or they could go to one of those "unsecured" drop boxes and do what, exactly?
"Amber McReynolds, the CEO of the National Vote at Home Institute, and Charles Stewart, director of the MIT Election Data and Science Lab, reviewed data on vote-by-mail fraud recently and found that over the past 20 years in the United States, there have been more than 250 million ballots cast by mail but only 143 criminal convictions for election fraud related to voting by mail. That is only a 0.00006% fraud rate."
