Puna Alternate Route Study Survey Launched
#16
As usual, the people behind the lastest study are putting the horse before the cart. During the last round of "serious" discussion of PMAR about 12-14 years ago, I attended most of the meetings in HPP. The way this is supposed to work is that the county planning department or state DOT should use their planning staff to come up with some proposed routes. They have people who get paid to do that. They even sent one guy from the county to the HPP meetings, and he described his work and some of the possible routes. This time they are paying outside parties to do work that should be handled by current employees.

Some items from the last round of meetings:

Railroad is a non-starter because it meanders along an elevation line and has several more intersections than any other route across HPP. The guy from the county described Railroad as "the default position of people who know nothing about road planning." And then there was the fact that Shipman said no.

The preferred route was across the least developed part of HPP above the tsunami line, which at the time was between 9th and 14th. The county planner sardonically remarked that at the rate HPP was building out, nothing would likely be built if they didn't do it soon because they would have to buy out so many developed lots.

Any sort of rail or controlled access bus lane transit was pie in the sky due to high cost and low population density.

Shipman offered some free land for a mauka route, but the county didn't seem interested. This time they claim to be considering mauka routes, however, so that might be possible.

My favorite quote from the whole thing was when an HPP board member named June said she didn't trust the county's promises and the county planner said, "I don't blame you."
