In as much as O'Hara did indeed ruffle the feathers on the rooster farm stuff, that indeed lost her votes but also gained her votes, however, to me the real reason she lost that Council election was her false, malicious, unfounded and absurd accusation that the HUB organizers and volunteers were stealing and mismanaging the donated goods and items.
By the time the political winds died down, and the County realized its impotence in dealing with the humanity issues of the lava flow, the HUB organizers and volunteers had won the hearts and minds of the populace. O'Hara didn't stand a chance after that.
