Sorry, I will attempt to be much more concise. I'm referring specifically to Amendment 17 - page 3-10 3.2.3b which seems to me to specifically striking down ALL down zoning provisions. It is the down zoning that I see as the most laudable core concept in the plan itself, and without it it seems there's not a lot left that would block any further development, rather a lot of special interest projects and a whole host of new hoops to jump through for anyone thinking that they're going to move to the island and carve out that little piece of paradise. Am I misreading this amendment?
As for the "they" I would take that to mean the sum group of phantom council people and other "interests" who are in the position to insert such amendments in the last moment, mostly without public discourse, and I suspect to the complete lack of knowledge of most plan supporters.
