I think that is called the Senate Confirmation Process.

so again, they have some say. Plus all these appointees are subject to oversight of the congress.

No mater how you look at it, we are a 2 party system, and only are rare times in our history has 1 party had all the power... even Next year, the Senate agenda will be set by the Democrats, but nothing will move without some republicans.
