Criminals ... Keep cycling them ...
I'd prefer a government program with a place to deposit criminals rather than bottles and cans.

Criminals are the HPD's job security. Keep cycling them out onto the streets as soon as possible....
Such cynicism. Understand the reason for it, but let's hope it's not true. It seems also that a steady crop of juveniles following their dads in one of Hawaii's most common economic activities--thievery--will assure that HPD will have plenty of work for decades.

Anyone know how often they make out payments? Maybe higher (and more frequent) rewards could help things....

If any one thing has changed I would suggest that it may be that Kubojiri, an inept police chief if there ever was one, is retired and therefore sucking up taxpayer dollars from a distance.
Assume the best and ask questions.

i've noticed a downturn in criminal activity in my neighborhood, so for that, i'm thankful.

Lot of jobs/$$$ depend criminal activity. Lawyers, judges, police, insurance, car companies(when you buy a car to replace what was stolen), alarm companies, guards, fence builders, etc, etc.

I don't really agree. I've been involved with several meetings with the police. They just want to get criminals off the streets but all they can do is follow the law. It's the judges, law makers and prosecutors that allow criminals to get back on the streets. I think the cops are very frustrated at having to arrest the same people over and over again.

The problem isn't the police, it's the Dept of corrections. Not enough space to warehouse the convicted.. or no programs in place to rehabilitate.
If they built another thousand bed facility here, Im pretty sure the police and judges would fill it rather quickly.
