Well. It would be nice if things made sense.

Why would they need to build an alternate route to Hilo when their plan is to have a town where people can work and live too.

The new "walkable" Keaau will be wonderful ... for the people who can afford to live there. Of course they'll still need to drive to Hilo for anything important.

People who don't live in that town will still need more highway capacity than currently exists. It doesn't matter if they're now driving to Keaau instead of Hilo.

Punchline: all this growth should add plenty of property tax base which could be used to hire more police... right?

At least we won't have to pay for police cars for officers assigned in The new "walkable" Keaau.
