Another problem with having the police own their own patrol vehicle. They are afraid to get it dirty or hurt it in any way.

I did a google search without any clear results, does the county require a permit for an intruder/fire alarm system (the type that call for help)? And if so, where might one find guidance?

ETA: To clarify, I'm talking about having an operational system, not the installation of components found in the building codes.

HCC says two things.

1. Alarm wiring adds $30 to your electrical permit.

2. Fire alarm systems shall comply with the Fire Code and be approved by the fire chief.

There is an alarm permitting system for Honolulu, but this is PunaWeb.

I think terracore is alluding to a permit fee / permission for your automated system to make a phone call to the local police.

Related: doesn't texting 911 work now? Could make setting up an alarm system even easier.

I just did my bi-annual CPR/AED training and we were told that you can text 911 here if you need to.

I don't think text telephone is the same as texting. Trying to think when you would want to text 911 instead of call them.
