Getting white scale on some small foxtail palms

I sprayed them with neem oil and I think that'll do it, but what happens when they get real tall?
Do you have to hire someone to spray?

Large palms should be able to take care of themselves provided they are given the right kind of fertilizer, exposed to antiquate sunlight, rain and wind (air circulation). Keeping ants from crawling up the trunks will help as well.

Took a frond to Garden Exchange and they suggested it was a fungus. He said ants actually contribute to the problem as they use it for food and spread it around.
So I put some Talstar out for the ants and sprayed some copper-something on the trees.
Hoping this takes care of it.
