The lights as you reported clearly traveled across the sky, but as a rule of thumb I use the following guide to lights in sky expertise:
Fast moving or randomly moving lights: Ophikaobob
Nearly stationary, slow moving, or lights with a stable trajectory: TomK

I like the idea of a 25 story basement under the observatories. She never did explain how that was constructed, because it would require moving a lot of rock around. I have an image of astronomers shuffling around the summit, like in the movie "The Great Escape" with bags sewn into their pant legs to slowly scatter the excavated rock & soil, bit by bit inconspicuously around the Mauna.
Or maybe they took their Star Wars laser and aimed it straight down, into the ground, and blasted their way 25 stories deep into the mountain. Careful though, wouldn't want your Black Ops to turn into a Black Oops.
