I agree with shockwave rider.
In a news story this morning that mentioned the dispensaries opening date in July, while other applicants described waiting for various approval processes, building permits, etc to go through before they could even start production / growing - - Richard Ha may be the only one with product available on opening day.

Richard Ha may be the only one with product available on opening day.

He said the group is eyeing dispensary locations in Hilo and Kona and anticipates opening at the end of the year, at the earliest.
I also find this ... "capacity planning issue" mentioned, in passing:
The law allows the department to award more licenses starting Oct. 1, 2017 ... one license can be issued per 500 patients who live in a county
6000 / 500 = 12 licenses...

It's too bad that in the interim, while the dispensaries begin production of their official, branded medicine, that a reasonably comparable substitute, some kind of generic version wasn't available to fill the gap.

BTW, nearly all of the "medical" weed that will be produced by the dispensaries, will be GMO derived.

Ha is one of the few applicants who has actually run an agricultural business ... land ... infrastructure ... experienced employees ... But of course none of that matters, he is just being "rewarded" for "political maneuvering".

Medical dispensaries on the mainland are requiring at least 20% THC
Verification of which requires a State-certified test lab.
Last I heard, no labs have yet applied for certification.
The state wants a good, flowing tax pipeline from the smoke.
State is determined to clog this pipeline with paperwork...

Marijuana is still mostly illegal in Hawaii.
Dispensaries have just been approved to grow and sell marijuana in Hawaii.
Question:
Where will the dispensary operators obtain seeds or cuttings for their initial plantings?
They legally should not have seeds or cuttings currently in their possession.
The State of Hawaii does not sell or have a ready source of marijuana seeds or cuttings in their possession (presumably).
It's illegal on a Federal level, which includes shipping by Post Office.
So how will they do it?

Some very interesting questions you bring up HOTPE.
Would our state or DOH be buying these hundreds or thousands of initial seeds or starts, or would the dispensaries owners be required too? If Mr Ha has a choice as to what strains to buy, then which other states or countries are allowed by our government to sell out of state?
What a success story Richard ha has become ever since he flunked out of high school. He has now worked his way to being one of the millionaire's chosen to be allowed to grow the big isle's new-age mmj medicine. Hopefully Mr Ha has taken on this Great responsibility to truly help this areas many rubber slipper folks obtain the best possible mmj products available, rather than the large profits,jmo.
Mr. Ha has probably already done countless community mmj surveys as well as talked to the areas prescribing mmj physicians. To try and find out what different sativa or indica mmj seed variety's, strains, or clones would be the most beneficial to his future mmj customers.
Would Mr. Ha be allowed to opperate the so called lab that would help determine the best or safest THC levels for his new marketable products, and to help detect things like molds, chemicals, or bugs?
Would other area mmj card holders be able to dispose of, give, trade, or sell any of their extra mmj to Mr Ha and his dispensary?
