It's illegal on a Federal level, which includes shipping by Post Office.
That would be "interstate transport" even where it's legal in both states -- and State clearly cedes to Federal authority here, as the HRS forbids interisland transport (which would otherwise be "intra-state").
Nor can they import directly from a foreign country, because that's still "importing into the US" from the Federal perspective.

It's too bad that in the interim, while the dispensaries begin production of their official, branded medicine, that a reasonably comparable substitute, some kind of generic version wasn't available to fill the gap.
If only the medication grew on trees, and didn't require a massive State-sanctioned bureaucracy ... on the other hand, it's all still illegal under Federal law -- the published guidelines did not change the underlying USC.

There's as much mistrust in Hawaii cannabis legalization as in police nation-wide. Richard Ha is a chemical farmer + that's what our Dept of Ag likes. As an environmentalist, I am personally opposed to his farming practices + the legal/Monsanto/GMO ties are boldly obvious. Luckily, we do have public resources to learn what is going on:

It's more likely that Mr Harrelson simply didn't have the necessary local connections, despite obviously having sufficient resources.

Richard Ha is a businessman, and as far as I know Woody isn't. There's a lot more involved in growing plants indoors on a commercial scale, and managing a sales division, than just being a long time supporter of the product.
Richard Ha has all of that experience, Woody probably doesn't. As someone pointed out earlier, the State of Hawaii wants to work with a dispensary operator who will send in those tax checks, probably very large tax checks.

That takes some explaining on your part. He has gone on the record numerous times that although he is not opposed to GMO crops, he has not been growing them on his farms.

Technically, did Woody even meet the residency requirement? I doubt anyone with that many assets and income level, would be so stupid as to make Hawaii their legal residence.

I don't know Woody's exact legal residence status, but he does live a good amount of time near Kipahulu, Maui, and his kids attend(ed) a private school on the island.

I don't know what a chemical farmer is but suspect it's tied into chemtrails given other stuff ChicEco has posted.
Mr.Ha has always been a voice for the big corporations like mansanto GMO, Ormats increased Geothermal, and the rubber- stamped building ways of the Caltech TMT project.
Does Mr. HA donate Money to these large corporations to represent them, or better yet could he be receiving payoffs, bonuses, or retirement incentives to lobby for them? Interesting how he writes so many bias or one sided articles in support of these large corporations, many times ignoring or minimizing the local rubber slipper folks opinions or views to the issues,jmo.
Mr. Ha looks more like a large mole, nark, or a want-a-be-law-officer put into place. Thousands of MMJ patients are now stuck having to put their trust into the devil hands, jmo.
If the people who carry mmj cards and needed a care provider for their prescription meds had a vote on it. Who would the people prefere to buy their MMJ from (1) Woody harrelson (2) uncle Roberts in kalapana or (3) Richard Ha?
This is a new-age 20th century mmj direction that should have some young open minded people involved,jmo.
