Can anyone name a single tangible improvement that has come out of the Puna CDP? A lot of people spent a lot of time writing the thing, but the county never intended to enact anything that would change the status quo. This is yet another committee churning out nothing, and I got an email from Ilagan making it sound like an "accomplishment."

The old volcano highway I'm familiar with twines around highway 11, so it isn't actually a separate route. Or is there a different road with the same name?

Well battles were fought, and won, to keep Hwy 130 from turning into a series of strip malls and used car lots. So I see that as a success...so far. The decision was made to focus commercial development in the various village centers and that is what has happened.
Assume the best and ask questions.

Don't know why they can't re-stripe the existing highway, use orange "pushpins" like the Golden Gate Bridge has used for years, and from sunrise to noon 2 lanes to Hilo, one lane to Puna, and from 1:00 to sundown the reverse. Guess it might make too much sense.

i'm not certain what the road is/was called. i think it exists at the true border between Mauna Loa and Kilauea, in that low valley running mauka to makai. It still exists in segments, as those T intersections at the ends of South Kulani and South Glenwood, and those little 90 degree turns on South Kopua and Olaa. Perhaps up above Fern Forest is where it connects back to Old Volcano Hwy that jogs in and out of Hwy 11 above Akatsuka, etc.

anybody know what i'm talking about?

Only those which currently exist; no new village centers have been created (with the possible exception of New Bryson Strip Mall, which could exist in just a few short years).

It is a separate route in places, and does have the legal status of "highway" if someone wants to bother pushing it through the courts.

bluesboy - The Old Volcano Trail is what that is called .It is on the historic trails designation list and is not utilized for vehicles although in spots such as Rd 1 in H.A. it connects to the "Y" at the end of S.Kulani .
It is a no mans land as the county - state and feds are in limbo as far as maintenance of said historic trail designation.
We think that while indeed needed other access points for all subdivisions it will be an interesting process to watch and see what actually transpires on this subject.
Railroad from Hilo to HPP would be ideal for lower Puna .
Rd 17 in Eden Roc to lower Puna through all other subdivisions to perhaps 40th out to Hwy 11 is another option,joining at the boundary of Ainaloa - H.A. and Orchidland another option .
Widening Steinbeck Hywy to N.Kulani as an alt way in and out of town another option.
Tree planting road direct to Saddle Rd would eliminate Hwy 11 access via Hilo as another viable option instead of all roads going to Hilo .
Maybe widening Hwy 11 to 3 lanes each side from Kea'au to Hilo and better merge lanes .
Widening Hwy 11 from Kea'au to Mtn View to 4 lanes would also be a better option than the existing 2 lanes .
Perhaps the county taking over Rd 1 in H.A. to Rd F and connecting to Rd 8 another viable option - even though H.A. road lot owned by all lot loners in H.A. is substandard according to the county - yet the county is spending quite a bit of change on repaving sections of Rd 8 to make it a safer faster access .
More likely than not,more feasibility studies at half a million dollars each will needed and all will be deferred till the next admin takes over .

Our ohana did take the time to attend and input our ideas in the PCDP process in the last decade .

But common sense does not exist in any level of Govt .

There are many "Roads in Limbo", some of which actually exist (and a few of those are in common use), others are only drawn on maps.

Highways Act of 1892 designated "highway" status on all roads used for vehicular traffic prior to that date; these later became State roads. State didn't want them, so "gave" them to the respective Counties, which then refused to accept them, creating the "limbo".

State grant monies are available for County to bring the roads "up to spec" and thereby accept ownership. Ironically, most of the legacy Limbo roads aren't wide enough to meet County standards.
