I thought 4WD and low range gearing was already required for Waipio.
Maybe this bill provides legal consequences for those not abiding by the rules.

Determining whether a vehicle is 4WD with low range should be fairly easy. Ensuring the low range is engaged could also be done.
Checkpoint, anyone?
