After a hours of public testimony, councilwoman O’Hara was unable to get a second on a motion to send the bill to the planning commission, as required, effectively killing the measure in committee.
The should focus on enforcing the animal cruelty laws and exporting animals for cockfighting and stopping local cockfighting rings.

Did I just suggest we register roosters, which can cost more than your average Puna car?
Don't forget I suggested property tax on the rooster huts. Yes, I was serious; if the rooster trade is really so profitable, the farmers will have no problem paying more. Especially considering that (underground, cash) sales of the bird itself are probably going untaxed.
County has an opportunity here to generate revenue and create a free market where the problem can sort itself out. Upzoning small Ag lots to R (or even RA) would have a similar effect: the rooster farmers could suddenly afford to move to much larger lots. Applies equally well to vacation rentals.

CCR'S! For any new comers that are interested in buying a lot. Buy lots that have STRONG community associations and PLENTY CCR's! Otherwise, get use to the new neighbors that just moved in next door.
Even buying on a .3 acre isn't going to help you out much.. or buying in "residential" zones. If there is NO set rules, and No one to complain to, IE (the strong community center) to enforce the rules, your pretty much sh!t out of luck! Don't expect the cops to enforce the rules or zoning. All it takes is one A-hole, and there are PLENTY of them! That's why I think this rooster law, even if it did pass, would have done little to stop the noise.
Even with CCR's it doesn't hurt to talk story with the hood on the street to get a feel for if they will back you up if someone sells a lot and some undesirable rat moves in to do things not allowed in the CCR's. IE, Junk Cars in the yard, Spray Paint Booth, burning trash, having hunting dogs that bark 24/7 and or roosters the list is endless sadly.
If you like lots of privacy, get 3-5 lots consecutively, or at least 15-20 acres.

in an ag zoned area I expect to hear rhinos.. elephants and giraffes. I dont know what city folk expected..

I'll say this: I don't know what other farm animals are so loud, so consistently than roosters. Barking dogs aren't. Peacocks, a problem on Oahu but not here (apparently), only screech part of the year (mating season).
Roosters are easily heard at 200 yards; very noticeable at 100 yards, loud and irritating at 50 yards. Won't go on to closer distances.....
And they are relentless. They should have used roosters at Guantanamo. Highly effective for sleep deprivation.

yes, ear plugs. we heard you. there's lots of good reasons to not want to wear ear plugs while you're asleep - and pretty much all of them are more important than roosters.

I spent 20 years of my life working a midnight shift, earplugs were the reason I could do that .

Ear plugs are only partially effective. And people shouldn't have to wear them when they are awake. Roosters commonly make noise up until 10 a.m. (and sometimes at other hours of the day).
Pardon me for living, but I enjoy hearing the natural sounds of Hawaii's forest environment, which is small birds and insects quietly chirping. That's all I heard at my first place here, from 1978 to about 1995.
I found it serene, very pleasant living environment. But I understand that many people see no value in this whatsoever.

If you are referring to all noise not being audible at the property line, I don't think you have thought things through.
Chainsaws, weed whackers, mowers...are those acceptable noises to you? What if your neighbor needs to run a generator on occasion if there hasn't been enough sun for their solar array system?

No, none of that noisy equipment is acceptable to be running in the late evening/early morning hours.
Those who move into a quiet neighborhood and then proceed to acquire a large number of roosters, for whatever purpose, are 2nd in line for being the worst neighbors behind thieves, and I find it quite surprising that so many stick up for this behavior.
