The tarps at Maku'u aren't up against an adjacent building causing a fire hazard and they aren't so close to a sidewalk that people are required to walk in the street.

Fire Hazard. A main criteria for whether you have one is escape access. All sorts of things are flammable. Can you just step away from them in the unlikely event of fire? With a tent out in the open (not used for sleeping) the hazard is minimal.
And there is a device known as a fire extinguisher. It has a value.
I suppose we are expected to all concede to poster who spoke of the Farmers Market's tent catching fire and "raining fire onto their hair and clothing of children and the elderly." Right.

The tarps were up against the next door building and were left in place at night !
Someone could start a fire at night when no one is around and burn down that building !

Fire (allegedly) caused by tresspassers camping illegally and getting away with it due to lack of enforcement?
Speaking of Luquin's, still no reopening in the "temporary" location (existing building with existing certified kitchen and correct zoning). Compliance must be really hard. At least for us haoles.

Luquins was wooden. It and the Akebono Theater were built around 1919. How flammable do you think that old wood was?
The wall next to the Farmer Market is concrete. So a fire would start at night and set the building next door on fire? Before the Fire Dept. located 200 yards away at the corner of Kinoole and Ponahawai could arrive? Oh yes, the fireman could all be busy at other fires and this calamity could occur. OK.
I'm going to reinforce my roof tomorrow. The Chinese space lab Tiangong-1 is due to fall from the sky soon and I'm taking safety measures.

It's too late now, but next time they should consider "Protecting" the former KFC building. After all, it had housed the site of the Original Recipe, consisting of a mix of unnamable and uncountable Secret Ingredients.
Something like that should not be desecrated by needless delays.

It would have been fun to joke about how concrete walls will spontaneously combust when plastic tarps get too close, but apparently it's not about that. "Electrical safety citations". I'm just going to assume that it's about extension cords, and I'll say it again, I don't see how the pop-up tents with waterfalls off each edge is going to make this condition more safe. Quite the opposite, in fact.
