The Hawaii Attorney General would like to see bank statements from KAHEA, a group funding anti-TMT protests on Mauna Kea. As a non profit organization, they are required by law to file certain documents. They have not. The Hawaii AG believes KEHEA is spending funds in a manner not permissible by tax exempt organizations.
Although protestors have insisted the TMT follow the letter of the law every step of the way, KEHEA calls the request for their mandatory filing requirements “intimidation.”
But the attorney general’s office says the organization, KAHEA: The Hawaiian Environmental Alliance, has not filed financial statements required by law and has used tax-deductible donations for activities of civil disobedience not allowed under laws governing tax-exempt organizations.

Perhaps some economic collapse will solve the high cost of living, and result in a bus fleet that is suddenly adequate for the number of riders.

PM Modi & India don’t need no stinkin’ TMT permits or any other kind of authorization. They assume their citizens are keen on surprises. Just ask the residents of Kashmir province. They’d last about 10 minutes in a public roadway.

I don't understand the last three posts, perhaps I am missing something?
I think the permits are in place for the TMT to start construction in La Palma as well as on Mauna Kea. Most of the TMT partners don't want the TMT to be built there as it is a significantly inferior site compared to Mauna Kea, especially for infrared observations.
It might be, and this is just a guess, that the Indian scientific community are much more interested in optical rather than infrared observations so moving to La Palma would not harm their science program significantly and they just want to get on with it. I don't blame them if that's the case.

Then it's merely the "procedures" that aren't in place, or perhaps TMT doesn't really have all the permits (eg, they need Kingdom permits in addition/instead of the State-issued ones).

Try it this way: if "the permits are in place" for TMT to start construction, where's the construction which was announced as "beginning" six months ago?
It would appear that "permits in place" is not sufficient.
