I think the county/state are being hypocrites and selectively enforcing the laws, but as long as the access road stays open I'm not too concerned about squatters on DHHL land...

Four TMT protestors were found not guilty of blocking the Mauna Kea Access Road because:
“Evidence that Maunakea Access Road was closed or restricted to the public, coupled with no permits, equals no obstruction,” Laubach said. “There would be no unreasonable inconvenience or hazard.”

Who closed or restricted Mauna Kea Access Road?
Perhaps the judge sitting in an air conditioned courtroom at sea level missed the part about telescope workers who were inconveniently stopped for identification by protestors with no legal right to stop them or ask for ID, and then prevented or delayed them from conducting maintenance on the observatories?

I thought the state granted all the necessary permits a few years ago. Maybe these are county permits?

Permits to move an oversize vehicle are probably County, but could also be State (Saddle is an actual State highway; the rest are really County despite their State Route numbers).

In any case, there's a valuable lesson here: never assume you have "all" the permits that are "required".

For some:

For others:
never assume you need any legal documentation for anything.  Even to stop cars and ask for ID.
