The gut and replace provision used by Hawaii state legislators violates the state constitution.

Hawaii’s top court rules against ‘gut and replace’ bills
HONOLULU (AP) — The Hawaii Supreme Court on Thursday ruled in favor of two government watchdog groups who sued to stop the Legislature’s use of “gut and replace” tactics on legislation.
The court ruled that lawmakers violated the state constitution when they stripped a bill of its original content and substituted it with something entirely different and afterward failed to hold a sufficient number of readings for the amended measure.
The lawsuit specifically challenged a 2018 law that started out as a bill requiring the state to make annual reports on recidivism. The state Senate passed the legislation. But when it got to the House, lawmakers changed it to be about hurricane shelter space at public schools.
The ruling invalidates this law. The court said it would apply to future lawmaking but not to other previously enacted legislation.

I can live with not rescinding the laws passed using the gut & replace deception, but I wouldn’t mind arresting and jailing a few lawmakers who used it to pass otherwise impassable legislation.  Tell them their sentence is 30 days at a Club Fed with no walls, then whoops!  Replace it with 45 days in the general population at OCCC.  With a roommate.

Jail & Replace.  See how they like it when the tables are turned.
Yes I know it was a legal tactic, but it stunk and lawmakers should know better.

It's about time. Gut and replace was so open to abuse and I can't believe there are some politicians who still defend it.

What's the point in a bicameral branch if it isn't deciding on the same matter in both chambers?
With the idiotic application they were engaged in, what's to stop the governor in the very end from gutting everything and inserting in what ever matter they want to insert for the final PASS or VETO?

And why not go another step and for every case that goes before the courts, allow a judge to gut the points in a case and insert their own and ruling on what they inserted?

A self defeating concept, altogether. May as well not even have a governance at all, semi equivalent to having three monarchs in one kingdom and watching it rapidly devolve into civil war or save us the trouble and just adopt an oligarchical anarchy straightaway.

The worst part, a citizenry collective actually voted for the idiots who support such nonsensical crap.
